Did your manager give you any specific feedback for improvement? If not it is worth having a sit down and ask. Say you were surprised by the dramatic drop in your ratings and wanted to understand their expectations and what you could do to improve?
If they can't give you any direct action items areas of improvement, them it's worth considering other action. If you are doing the same work for several years could be expecting growth they aren't seeing. If you are in an up or out organization, 3 years without promo is getting the up or out point. Could be the organization is now force ranking and that is where you fall relative to your peers. Could be something you did, she didn't like and isn't getting over it. However, until you ask for specific feedback on how to improve don't assume it's because she doesn't like you for sone reason. ( though I am not discounting this)
Set up time with HR and just act curious and seek guidance. If you have a good HR team they will want to coach the leaders
However, consider the org might be trying to tighten their ratings and that’s why you got the new leader.
I spent most of the year under my previous manager who put in amazing comments in my review but my current manager didn’t seem to take those into consideration and seems to think I’ve dropped down 2 ratings since last year? Seems personal given she’s only worked with me for 3 months and chose to ignore comments of a manager that I worked with 9 months out of this year. I’m also frustrated because this significantly impacted my bonus for the year. Not really sure what to do from here.
Is there any communication channel to HR for feedback. Your points regarding the manager change seem to be very reasonable and relevant.
