I got an offer from Oliver Wyman implementation practice at their Doha office. The offer is 25,000 QAR. Is this negotiable as I feel it is a bit low?

Recently received offer from Oracle Solution Services India Private Limited and base location mentioned is Bangalore. Just was curious to know whether we have to go to office physically for the joining or we can join virtually as I am not in Bangalore. Also is this offer different from Oracle or is it a branch within Oracle.

I have got my retention proposal for 23.5 LPA at my current company.
