Multiple reasons. UAE started focusing on its public service many years ago, at least since 2007. They have excellence awards and are taken quite seriously, it literally determines the future of the head of that public entity. This allows them to follow a set of best practices and I know these were created by sending teams to Singapore, Canada and other states to observe what's being done and what can be replicated
There's also public accountability, the termination of the board and leadership in Emirates Post is one example, and the termination by MBR himself of people thought to be untouchable because they didn't show up to work while their subordinates did on the first day of school I think 2 or 3 years ago.. they understand what's at stake.
Things are not perfect and there's always a chance to improve, but having worked at the inside level in HH offices and then in govt departments and in consultancies and then as a user of services, I'm aware of how much high level thinking is involved in the UAE as opposed to other states in the GCC.

Adding to it that the Emirati population in general (which represents a big portion of Public sector employees) are more open to discussion and to be challenged and are generally better educated, and most importantly from a consultant perspective, they respect that you're here for a specific job and don't treat you like they bought you and your firm 24/7 like in saudi for example

I like my Saudi clients. At the top level, many of my clients are actually very smart, determined and open to change and challenge. My UAE clients are also comparable and are more international in terms of team composition but I wouldn’t call them the best in the GCC.
Of course this view will vary greatly from person to person
Yes, for the reasons that have been outlined here. It's orders of magnitude better than in Saudi, which has less competent people, people who are less enabled to do things, and which often assumes that they can treat consultants like tea boys wearing suits.
