Give praise, tell her you are working on it and that you are going to fight like hell.
Been promoted 7 times and that was my favorite line I liked to get.
Tell her the truth - you are trying to get her a raise, but you don't have approval yet. Make sure she knows you value her and that she's doing well. If she decides to leave after that because the raise doesn't come fast enough, that's out of your hands.
Yes give her lots of confidence tell her she deserves it and it is in the works. If you need to caveat so she won’t go ballastic if she doesn’t get it say the team leaders are working strategically to get you into that position to best set you up for that position. Don’t want to surprise other team members who didn’t get a promotion and set her up for some pressure back. Once’s it all developed, promotions from leadership happen without a lot of retaliation.
Don’t lose your best performers because of internal politics and BS. Fight for it and use your network to get them there.
Women especially can be targets if there are men wanting that same promotion. If 6 months with support of other leaders help navigate her into that position may be better, something to think about.

Is there an opportunity to bump her up to a senior role or something similar?
If you really cant get the budget changed, is there any sort of retention fund that your company has? Most company's have an amount of money they don't openly advertise to help keep workers. (Its expensive to retrain and onboard). If not, help them find other roles within your company that fits their salary range expectations/ experience.
As long as you work to advocate for them, they will know, but at the end of the day, you may be locked in by the limits of your companies finances and so forgive yourself if you arnt able to get outcome you both hope for.
