Lunch detention always went well for me - it cuts into social. I’m ok with anything that also causes an inconvenience to the parent…like a conference during school hours or after school detention where they have to find a different way home. However, please do not punish yourself in the process.

I have done that. I tell them they just had a break time during class so they shouldn't need one at recess. You take my teaching time, I'll take your recess. Have them do the work during their recess (do not help them, they missed the directions during class) and the next time the threat is enough to get them to work since they know you are serious. At most I had to do it twice.
You do have to be careful with taking recess time as some states have a legal obligation allow so many minutes of unrestricted play periods. During work time, I set a timer, and if students are misbehaving or off task, I pause the timer. And I clearly state that is a longer time until the class break. That works for me, but I have older students

I'd have that discussion with administration at this point. Figure out what is needed and which is more important, their academic success or "letting it out"? The purpose of recess after letting it out is for the students to calm down and behave. However, if these students refuse to do that, then naturally they will suffer academically. You cannot, and should not, do everything. You cannot please everyone, you need to look out for yourself because at the end of the day, no one will, not even your "work family".

There are many other ways to "punish" a student. In my school, when they misbehave, they lose field trips or other extras.
We don’t have anymore field trips.
You cannot take away their recess, but you can require them to walk laps during recess instead and that seems to be very effective for my kids, who are not able to play soccer or kick ball with their friends, but are made to walk laps instead. Another thing that we do is on Fridays, we
have about 30 minutes of fun Friday on our team. One of the three teachers closes their room and requires kids to complete missing work or make up work in their room at that time, while the other students are able to move freely between the other two teachers classrooms for their 30 minutes of fun Friday time. This also seems to be effective because they hate to miss out on having a fun social time with their friends. Lunch detention doesn’t seem to be working as well anymore for the students.
