Try using the app Flip Grid. She can practice speaking to herself first. Create a safe place for her to talk to you without a large crowd. Encourage other students to talk and help her too.
Don't require her to speak. When I have students like this, I become the speaker. Have her write and then you say it.
Play games, like Uno, so that she becomes comfortable.
It seems like you need some resources/materials to help you. For content classes like science, i just modify the content teacher's materials focusing on key words matching with pictures and making academic sentences. For general resources for newcomers, I like Flipgrid and Explain everything to practice speaking, newsela, rewordify, reading a-z for leveled texts and very easy true stories, oxford picture dictionaries and national geographic's newcomer curriculum.
To answer your question, yes. The silent period lasts a long time just as with our own little ones who listen and absorb before using language. Also consider cultural influence. The Chinese culture has a high expectation of excelling in school. Grades make or break them in their country. Show your student kindness and use picture supports, body language, and provide cultural content that will build schema.
