I have had this. The child should go into correct, age-appropriate, grade level, unless the parents requested it. Will it benefit her to be in 6th instead of 7th? Doe she have a disability? Or is it just because of language? THAT cannot be the only reason.

In high school it's better if they're placed in a lower grade. It gives them more time to learn English and a better chance to graduate.
Then leave her where she is.
I have a student who has Newcomer status that was placed in 8th when he should be in 6th due to a parent request. I’m advocating in the opposite direction. He needs to placed with his developmental peers with age appropriate curriculum and resources. Haven’t moved him yet but I’ll work on it as long as I have to. The difference between an 11yr old and a 14yr old is huge.
Yes. I had one placed in 4th that should have been in 6th (according to age and previous schooling in another country). I advocated to have him put in 5th. He was inappropriate with the girls. It took a few months, but it happened.
