Do you feel like you can make more somewhere else? That is really what it comes down to. We’ve had a lot of cutbacks and budget constraints, too.
I would probably start looking for something else. That is the same boat I am in and I am looking for a new role. I have a feeling they will continue to pull this no raise business.

When was you last raise, because if your salary you probably won’t ever see one. The real reason is the company corporate or otherwise is fixed on profits, which includes labor restraints, starting from the top to the bottom. Labor is forecasted based on the entire budget and that includes our salaries. If you love what you do, deal with it. Eventually you’ll realize your worth and move forward. Also, quarterly bonuses are the incentive,, unfortunately there are no guarantees because businesses fluctuates annually. Shot for the stars to land on the moon. Rewards, recognition and accolades won’t get me that new car or house.
Find another job, find a store find location that will truly value you for your hard work and your work ethics. Believe in yourself
Know what's important to you. Most companies are struggling and the grass isn't always greener.
