The #1 most helpful thing I’ve found is having my work on my Squarespace site. I found a few folks whose sites I loved and emulated the design format but with my work of course. I use gifs as thumbnails to make it look really eye-catching. Then I sign up with a few recruiting firms (like midnight am, 24seven, vitamin T) and let them look for me while I also look. And find specific companies you want to apply to and apply on their site and potentially DM their recruiters. I don’t think reaching out to creatives is a good idea unless you know them. Since I updated my website, I’ve had people contacting me.
It depends on the company. Best option is to figure out who the hiring manager is (likely someone posting the job on their LinkedIn profile) and contact them.
Make those random connections that might lead somewhere.

Put a billboard up outside their office/home window
Knock on the door
