Once you’ve struck the iceberg, it’s very rare that the ship still stays afloat. Sounds like some key decisions have been made, and the rest is just a matter of time.
This is a weak leadership issue unfortunately. Micromanagement and fear abound so nothing gets done other than self-promotion or self-preservation. Time to look elsewhere
Get out of there asap. If you are confident about your skills and are not too ambitious about the CTC then there would be plenty of options outside

That is too bad. I have found that companies tend to fall down the "Process Hole" once they hit 1000,employees. It is rarer to see it at a only 500. Personally, I feel obsession with process is a sign it is time to leave the company.
There are some exceptions. I have worked on small teams within process driven companies that ignore - or work around - the parts of that process they don't agree with. Unfortunately, they either eventually crack down on such teams or the leader responsible for that environment leaves.
I know at the company I worked for, we were like the guinea pigs for new processes but also depended on for the most output to our vendors. No matter what suggestions we had , if the main headquarters didn’t like it then we were ignored. This led to many processes in effect that didn’t benefit us which led to the selling of the company and my department in particular being moved to another state. I did leave but not until after being told what was going to happen to my department. It may turn around because many years before we were in the same situation but found a way to fix the issue. I said all that to say this , keep your eyes open and don’t go down with the ship if you don’t have to. Also if you can share your concerns with someone on the team that could perhaps get your concerns to someone who can make a change
