While I can't speak to why your colleague was offered 85k, 75k is pretty average for a case manager in health insurance. I usually recommend jumping around to another company where you can use what you learned to move up to a more senior role.
I agree with Oscar, unfortunately this is the norm right now to keep new hires to stay in this field of work. Insurance companies and Managed Care organizations are doing this, job hopping will be a way to get a higher salary and maybe better bene6as well. Best of luck to you!
