There are way too many unknowns here for me to make a good recommendation. $180k sounds like a lot, but when you think about all the other expenses (setup, marketing, etc.), I doubt there's a crazy amount left over for brand dev. To figure out what a good ask is, I'd start by compiling a list of all the deliverables and assign a time value to each, then just do the math - # of hours x rate. If I'm right that the budget is going to be spread thin, it might be beneficial to do good/better/best tiers.
