Neither. Save yourself the time and wait for an ortho appt. Either way they will send you to the ortho for follow up anyway (6 knee surgeries under my belt so have some experience…)9
It’s a good option if you don’t have to get a referral to schedule with an ortho and there isn’t a long wait time to get in scheduling directly with them. A lot of orthos do ER consults and schedule an appointment then and there.

my husband is a ER physician. i agree with the comment above to save yourself some money and get an orthopedic appt
