Well where’s your mum a resident? You can always get international health insurance from your mums country of residence that covers the US. It might be a lot cheaper than getting insurance in the US, especially because it’s limited per year.
I didn’t mean travel insurance but there are insurance options for mid-term stays from the country of residence. Could be for up to a few years even.
Worth checking what’s available from your mums country of residence, I suppose
Where are you in the states? Get her a MediCal if you are in California or whatever is similar if in NY.

If she has GC, she is legally obligated to report income, and she has SS#. Then she can be a dependent on YOUR taxes, and YOUR employer insurance. Whatever you’ll lose in extra cost for insurance, you’ll make up on taxes (single to HH); if you’re already HH, MIGHT be a bit extra cost; if you’re filling as married and have family coverage, she can be under your existing family plan at no extra charge.
PE1, the tax return benefit as I said is a small amount 500 for entire year and that is if ur HH income is under 400K

If there’s no insurance, hospitals usually:
Bill directly (very expensive),
Offer self-pay discounts, or
Set up payment plans and sometimes financial assistance/charity care.
Common options people use:
Emergency-only travel insurance (6 months at a time)
Cash + payment plan in emergencies
Applying for hospital charity care after treatment
This is how most families manage in similar situations.
