Let them interview and when not selected, deliver the critical feedback and steer them towards improvement — if they take it personally (which it sounds like they will) then that is on them.
i think you have the right mindset. You pick the right candidate based on business needs. As much as you want to hire or promote within, it may not always be the best move. Also, the fact that your direct report went above is a huge red flag. That alone would have turned me off from even interviewing the individual.
There’s 3-4 other candidates that have better experience and overall better presentation than the leading internal candidate. The lack of soft skills are killing this candidates potential and it’s apparent that the leader(s) before me never addressed this. I did address with the person when I posted the job on what I was looking for and how they might improve in a few areas to be considered. I have to do the best for the team and I expect the fallout to be messy with this individual when they are not selected. I’m seeking advice on how anyone may have handled a similar situation.
