I would use LinkedIn to network. Connect with someone and ask about the remote work arrangements.
It sounds like you're already screening for remote jobs and the companies then pull a switch on you, so better screening wouldn't avoid that scenario. I suppose you could screen for remote and then do some research on the companies and try to ascertain if they're actually amenable to remote work. It's also good to keep in mind that a lot of companies are more or less hostile to the idea of remote work these days, so your searching may hit a lot of obstacles.
Just be sure to look not only at the job description, but also search the company and find reviews and any other information you can about it. Most companies leave a digital footprint online that reveals their true nature behind the glitter of the job description.
