If the circumstances change, such as moving to full time work, of course you can negotiate. Generally speaking it's not a good idea to try to renegotiate until some time has passed, or unless there's a significant event. Or, in some cases, you should renegotiate if the job changes significantly, such as you've been handed more responsibility.
That happened to me once, too. The agency said yes to my rate right away, and I wondered if I had lowballed myself. But when I went full-time later, I started from scratch on salary. It’s normal to have a new conversation at that point, especially since you’ve proven yourself by then.
You can re negotiate when if it becomes a full time offer. If you have already signed on to the agreed rate you said unlikely they will budge
Negotiate when the terms change, that’s what I have done. It has been a while, though, since I’ve used an agency.
