I’m freelance. I’ve worked in-house at several agencies and I’d say it vastly depends on which agency. At some I’ve done good work, and at some other places I’ve gotten the sense that all the work they do there is internal (rips, award videos etc). Personally, in-house at agencies isn’t where I’ve done most of my best work as a freelancer. Hope that is helpful!
I get to do public facing work all the time. Good is subjective but we are definitely getting more consistent higher quality work than a few years ago. Rare that things I work on get sent out for final audio and color, but it happens. It’s really been a matter of our production team building trust with the creative dept. When I started no CD here wanted their work staying in house. Now it’s mostly just broadcast that goes out to vendors.
I was editing in house for a number of years and left to go be a cutting assistant at a vendor due to the issue with all the good work going out of house. The best we would get was low end broadcast and you could tell that none of the creatives wanted to be working with us but were being forced to because of budget reasons. Now I hear creatives and producers complain all the time about being forced to work in house so I’m less enthusiastic about returning to that world

Radio, sure. Public facing if not really good. Broadcast TV, maybe three times in 20 years. Social/web: some.
