I don't wait for them to speak up. I usually start by pointing out their traits that would transfer well into the next role and get a feel for their interest level and plant the seed. If they are eager and ask about next steps, I set the wheels in motion, and we come up with a gameplan/timeline together.

I look for someone who is going above and beyond their normal job duties. Someone who is a leader and people would want to follow. And I look for someone who is going out of their way to find work when it is slow. Those are the kind of people that make good managers.
