If you are taking on new responsibilities but leaving other ones behind, it kind of evens out in a sense. If this is the route you’d like to take, it can be a good start to put yourself in a position where you can take a role with a bigger pay bump eventually.

If it's higher role, you should definitely get pay raise. Check the salary range fir the new job title on Glassdoor

I am scoped into a totally different role which I don’t have the background for to help another team and wasn’t offered any incentives

Sometimes you have to bide your time in a new role before it pays off financially! Eventually, you will get the money! But for now, my advice would be to focus on learning your new role, your leadership fundamental’s and gathering your tribe that will give you kudos when you’re asking for the pay raise!
