In my experience, you can apply internally to any job you are interested in; however, there are two things that need to happen. First, your direct manager must be aware of your application prior to submitting and they must approve. If they don’t approve, you’ll never be able to submit the application or if you submit it, you won’t get an interview. Second, you have to be well suited for the position. If you don’t meet the minimum requirements or are only tangentially interested in the position, don’t apply because it will be seen as wasting the hiring managers time. Other than that, you shouldn’t need any referrals to apply to open positions internally.
