Always by phone! A call goes a long way. No need to elaborate.
I just tell them that what they’re offering is well below my salary requirements and ask that they only send me job postings that are within my salary range.
Lately I expect the recruiter to share a JD and salty range with me before even entertaining a conversation with them. I’ve wasted too much time on recruiters to find out the salary is way below my expectations

Definitely have that conversation with them. I’ve found that often people will offer the bare minimum they have available and then you’ll be stuck constantly chasing the minimum.
I would tell them, thank you for the consideration, and if any roles come up in the blank to blank salary range to please contact you
