Assuming you have System Admin user profile, you can navigate to Setup via the gear icon at the top right of your page, go to Object Manager, search for the Lead object, select “Fields and Relationships” on the lefthand list and select new to create your new fields
For importing Leads, you can use the “Data Import Wizard” which you can search for in the lefthand search bar within the Setup view. This is a basic: intuitive way of importing records.
I highly recommend getting the “Salesforce Inspector” chrome extension though if you plan on doing admin type work. It allows you to see all the field values for a record even if the field is not on the layout, you can easily export and import object records too. If you need to import a lot of leads, more than 50,000 records then you’ll need to use Data Loader which is better for mass updates.
