I’ve started a new job and though they have a community, it has been stagnant for a long time. Would you face the change directly with a “we’re back!” style post, or just increase the activity without acknowledging the absence?

I don't think there's a right answer for this one. Doing a "we're back" thing is a good way to re-spark interest and it's an opportunity to reward people who have stayed in the community, and it's more appropriate if the style of posts will be changing as you take over.

When you say a long time, how long are we talking about?

I just came across a post that was a woman lying next to her mom who had *literally* just died.
