I think this greatly depends on how the event is ran also.
My company networking event is terrible, boring and very long including all of the travel.
This means no one wants to be there, so to make the day as enjoyable as they can, speaking to new people is kept at a minimal. It is easier to talk to who you know and makes the day go quicker.
Proper sales and networking takes actual effort. You have to build the muscle that forces you to talk to people you don't know. There's a reason sales jobs look for certain personalities.

My husband is an introvert and an excellent salesperson. He won a sales award for his performance in a year during which he worked full time despite having horrific chemotherapy every three to four weeks. Not every sales job requires an extrovert.

New people
I was in pharmacy school a long time ago and it was pretty much the same thing. However, I went there when a lot of the other seminars were going on, when they would chitchat. I would just approach them and start talking until I got the answers I was looking for. If you see that chitchat, just approach them and have your questions answered. (P.S.: I did attend pharmacy school, but due to my faculty members hating my guts about my opinionated approach, they were fortunate enough to find a loophole and kick me out. So I never got to get my doctor of pharmacy degree.)
It depends on what you’re looking to connect for. This is the type of situation where reason rules over preference.
