It depends on my connection to the toddler and their parents. If it's a close friend, it's different than if it's one of many random kids birthday parties. I'd spend up to $30 on a random child, and more for a close friend.

I am the re-gifting queen! I usually save half of the stuff my kids get for their birthdays (because I don't believe in them opening 15 gifts in a single day) and put into closet that I can "shop" when we have a party to go to.
I also second the idea of getting things on sale,multiples if it's really cool, throughout the year to add to the closet.
Maybe $20 for a classmate, more for friends my boys are very close to, we'll shop for something special. In that case, the aim is just to get something the kid will really enjoy.
This is the way! I always have a “stash” of gifts to regift. Generally $15-20 for preschool classmates.
