Also useful to take a look at flood maps and crime map. Plug in your prospective address and see what you see.
I would probably say upper Kirby. Memorial, rice-military, Washington, heights, down into westU/rice village. There’s a lot to choose from. Really good clusters of restaurants and bars in all those areas - each area a bit different to each other. You may also like galleria/tanglewood/uptown but maybe not as much in your 20s.
For that price point, you can get a lot of apartment to a number of 2bed townhouses, to a few 3/2 type houses. Just have a look on Zillow.
I agree with montrose. Lived there for 3 years before getting a house here. Heights and upper Kirby are great too.
I moved to the heights and grew up in the dc area. Overall I’m pretty happy with it. Close to downtown, but also close to bars/restaurants. Found a nice apartment in your price range. Feel free to DM

Near NRG Stadium is good as well. I agree with The Heights. It’s a great neighborhood
If you like the city area the galleria/river oaks but if you don’t like a lot of traffic and you want to be in a more peaceful less busy kind of area then I would say the woodlands or Katy or cypress very beautiful neighborhoods
I come from the dmv area , the heights reminds me of dc but if your in your late 20’s id say river oaks!
Riveroaks or heights
I live in the Heights closer to the west end and love it. Everything i need is within walking distance or quick Ubers
EADO (east of downtown), montrose/museum district, or upper Kirby / river oaks are my fav.
Rice village is a really good area to be close to, lots of food and bars there, but most of the housing there is houses only no rentals. Upper Kirby is close to rice village.
If you’re into going bar hopping, Washington Ave is a bar hopping center, as well as Main Street downtown (although I wouldn’t recommend living downtown).
Montrose and the heights for walkable and plenty of food & drink. Best places imo.
