You just do as they ask. A nice note of appreciation would probably be the equivalent of a big bash to them.
Listen to what he's saying. It doesn't matter what feels right or wrong to YOU, this is all about him. He sounds like the type who would hate having a fuss made over his last day, and that's a-okay. If you want to show your appreciation, the best way to do that (other than by respecting his wishes and not going overboard) is by putting your thoughts into a card and handing it to him on his last day.

Definitely respect his wishes. You can always do something simple like sending out an email asking for stories or well wishes from people and compiling it in a nice keepsake for them to look through.
You can create a PowerPoint or Google Slides farewell presentation where everyone posts their well wishes ong with memes or pics.
You can organize an e-card and have those that worked with him sign. Its a subtle gesture but something they can go back to time and time again to read and enjoy.
I would type up a letter. Or get a card then let everyone sign it & give some cash. He might have a favorite dessert you could bake him.
