If this promotion doesn’t happen soon and they just keep dangling this carrot forever, be ready to leave. I kept believing that nonsense for 5 years at one company and I left, way later than I should have. Don’t make the same mistake I did. Know your worth and go somewhere else that will appreciate it.
Being in a job where you are able to both use your skills and learn new things is more important than “pay band” or salary.
Those things will all come if you perform at a high level in demanding roles.

I understand what you’re saying. However, I don’t agree that salary is less important. I’m drowning in bills. The promotion and the open position both would be learning new skills and challenging. The pay band determines generally has a higher pay can go. But I just haven’t seen the actual range. So I don’t know.
Most companies you can ask for up to 30% increase in pay.
You can ask for whatever you like, but standard is 5-15% depending on company policy. To get more requires a manager who’s willing to go to bat for you.
Nominal promotion one year away without any raise whatsoever? Never heard of something more laughable. Either the manager is really bad or the company doesn’t know how to retain their talent with a proper compensation budget.
Eligible to win the POWERBALL is not the same as winning the POWERBALL. If it’s about financial safety move if not stay put.

I would personally not put too much weight on promotions they dangle in front of you. Never know if it will happen. Whereas looking for something different can lead to pretty definite salary increases
Sounds like an easy way to get you to work harder for no extra money, what happens in a years time when they don't promote you.
Best bet would be call their bluff and quit go find an employer who's willing to pay your worth.
A promotion without a pay increase is not a promotion, just a way to saddle you with more work.
More responsibilities=more pay! Every time I've been promoted and it's been many I always asked for more pay. They are telling YOU that you're up for the promotion. We'll what's in it for you besides more work? You are valuable. Negotiate!
At companies with strict pay bands, comp % increases, etc, it's pretty hard to move the needle even with dangling a competitive offer.
'In-kind' promotions with no pay increase is a 🚩
Fit is hugely underrated. If comp and role are close, go with companies that 'fit' best.
Your manager sounds like they’re grasping a little - to be up for a promotion but it taking that long doesn’t sound as if they are in control of the situation. Promotions to a high responsibility level require a position to be open either due to attrition or expansion - which are tough to predict or guarantee, so maybe there’s a role they’re considering opening up with you as a candidate. If it’s simply a title bump promotion based on performance, then they shouldn’t be dangling it in front of you - those are not hard to do and should happen at the end of a cycle.
Your best move here is to ask them what you need to do make that promotion more certain and/or sooner - put the onus on them to step into it. Otherwise, just keep your options open - you don’t have to run away, but lean in to career growth conversation (where can your current role take you in the company how do you need to develop to get there) and keep your eyes open elsewhere
You have no guarantee of getting a promotion or the promotion even being available in a year. They are dangling a carrot and hoping you’ll be distracted by it.
Pursue the new position.
