No. Ideas being liked internally and not being sold is part of the job. A portfolio is for the work you made.
Keep the idea in your drawer and try again when it’s the right time.
There are many ways to show your thinking instead of putting work that didn’t sell yet into your book. It’s so likely it’ll sell one day so it’s worth keeping it for that. Especially if the CD liked the idea, if they’re a good one, there’s a chance they will try and bring it back too.
Agencies putting fake work into Cannes is a problem, I don’t see how it’s the same as protecting a good idea for when it’s the right time to make something real. It does happen.
Adding it to your book early as spec, unfortunately in this industry means someone could swipe it and make it before you. That also happens.
This isn’t about taking good work out of OP’s book, it’s about preserving something they love til the time is right. We’re creatives, we’re supposed to have good ideas all the time. Maybe the CD and the Client will both buy the next one.
I would save it, tweak it, and try to make it for the client in the future, or another similar client. Build up a library of dead ideas that you can resurrect as needed.

Depends what level you are - midweight and below, yes! Just put a password on the project to avoid any blowback, if it’s for a project / product that hasn’t been launched yet. If you make available work that points to a yet to be launched product you can lose your job and get a lawsuit in the mix.
Yes. But I would wait a little. Maybe some time after the bought campaign launches. Brands and agencies don’t want the strategy or brief of a not yet launched campaign leaked.
It's your idea use it in your portfolio. Especially, if it showcases innovative creative/design. Don't let clients hold you back. Polish the work, so it looks like a launched campaign. It's a real issue that I've seen where great creatives and designers are held back by the client work they're stuck on.
Use it after you leave. Admit it’s “tweaked to reflect your sensibilities” if pressed. I’ve never been caught using unsold copy lines. How would they know it never ran?
If you can show how it was a good and effective idea, then it might be worth mocking up.
But think about what it says to your portfolios audience (recruiters etc) to have work up that didn't get made. What does this tell them about what you're like to work with? How would you talk about this in an interview? How does this project strengthen your candidacy?
If your book needs it, sure.
Password protect it. Once you either leave or the client has a new CMO and agency, you can take the password off.
💯 yes. A portfolio shows your creative thinking. Concepts are perfectly fine.
