Do other agencies have a “no hiring people from Vayner” policy or is my inability to land a new job just because I suck?

Hi I was just offered a CM Manager position at Evelance aka Anthem with moderate salary 100k with 10% bonus. I was previously making 110k with 10%. Recruiter said probably would not match my previous salary and I would have to justify why I want more that job offer. Has anyone ever experienced this?
