Do you share a bank acccount? If not, my answer would be no. Each of you can pay for half of the home repairs to make things equitable.
We don’t, we have completely separate accounts and just divvy up the bills 50/50

My two cents: Even if you don’t share a bank account, there should be a (shared) bank account for house maintenance. And then both of you decide what goes into it (either % of the bonus, % paycheck, or flat fee on the incoming income - bonus or regular paycheck).

He says that his commission changes every year so we should be doing things “equally” financially. Meanwhile, he’s expected to make $400k this year where I make $150k flat with a $40k bonus 🧐

If the house repairs are necessary, perhaps use the money but make it clear you expect to be repaid so things work out equally. If he's expecting to make 400K but his history makes that seem unlikely, perhaps that's a bad idea. It would, however, get the house fixed up and perhaps keep the peace.
I guess you have to navigate what you can afford and what you want versus what you need. If these so-called housing repairs aren’t necessary just something your husband wants then maybe you don’t do them right now.
Seems like house repairs is a no brainer. You live there. The house needs repaired. Repair it. Inwould think your home is a priority. Just fix it. Why is this even questionable? Maybe some can be covered by insurance even. Seems like a silly thing to question. Fix your home. It's your home.
