In my organization, most with my role are commission based. 1st year. I have a decent amount of client email/phone interaction. One partner frequently asks me to communicate with clients, and the partner tells me to ask if I have any questions before emailing the client.

I almost always respond to the partner with my thoughts and ask partner whether P agrees with my thoughts, prior to emailing client. At what point should I be skipping that step and just email client? I’m worried about making a mistake, but most of the time P agrees with my “draft”

Recently I cleared 2 technical rounds and had salary discussion with HR on 26th July.
When I enquired about offer letter last week, hr replied in mail that "Since your education under blacklist with cognizant, we are unable to process with your offer. Many of college alumni are already working with cognizant. Even mailed them what part of education is blacklisted but they are not replying.should I still expect offer letter from them?
