Take it down and drop it on their yard, I did something similar, neighbor was mad but I was tired of waiting.
Mine was just a small section. Install co was at fault. They didn’t hate me but once it was laying in their yard the fence co was out in a few days.
I did talk to my neighbor …. They assured me they had called fence co. I didn’t give them warning. Just waited till they were gone.
Go back to the HOA, give them 2 weeks to remove it then get a good attorney!

I’d probably give the HOA a bit more time, especially if they’ve already acknowledged the violation. But if you’re getting radio silence or the neighbor is clearly ignoring them, I’d at least have a quick consult with an attorney to understand your rights and options.
I don’t see how this is the HOAs issue to resolve. Unless it’s covered in your covenants. I would talk to the neighbor. Since the HOS already confirmed the violation, let your neighbor know that. Then consult an attorney if nothing happens. If your HOA is run by volunteer homeowners then it may take some time for them to write the letter to the person etc. but—I would also check your covenants to see if it’s actually an HOA issue or more of a you/neighbor issue.
