A good rule of thumb is to never denigrate former employers. It just looks bad and it can backfire, people can think you might have been the problem. Just tell the recruiter you worked there previously and you're not interested in working there again. You don't owe him any explanation beyond that.
The best lies mix a bit of truth in.
I would just tell the recruiter that you’re not interested in returning to work there. Leave it at that. After 90 days recruiters get their fee.
I would tell them it wasn’t the right culture fit. You can say you are looking for a company whose culture reflects mutual respect, transparency or some ish like that. If the recruiter is smart they should be able to read between the lines.
Regardless of your experience with the company, don't burn bridges. Do like AA1 said and let them know you used to work there and you are not interested in going back. Take the high road and leave it positive.
I would just be honest. I don't see the harm in telling him, especially becaue you worked there and have first hand experience. If he won't let it go then I would just be honest and tell them what you think.
I say that I’m honest to a fault, so I would tell them. I have in the past and I will in the future. It’s never hurt me and the recruiters have likely heard the same things from others. At least that is my experience.
