Most municipalities in Texas have a 10/1 beginning to the fiscal year. There will be hiring after that date for new positions and to cover people who left toward the end of the current FY.

I would suggest understanding IT procurement and gain knowledge in IT law (EULAs, AI, etc). Many departments are bereft of people with this expertise and it's creating internal backlogs for the workflow.
Also, learn more about statistics, data analytics (i.e., Power BI, Python, etc) because that's the backbone of understanding if all the output on the field is making sense for budgetary allocation by the oversight agencies.
Public safety is always hiring, Police, Fire and Rescue, Sheriff’s and Corrections/Rehabilitation. All of which are excellent career paths, just not for everyone
I was going to suggest USA jobs as well. There are several different sectors that are hiring right now. I think the job market is really challenging right now and that is the real problem.

With the holidays nearing, there might be some seasonal openings for USPS.
We are constantly hiring, with 50-100 jobs posted, and maybe 300 in some stage of the recruitment process. However, situated next to DC, we are getting 10,000 applications per month, and a huge influx of hiring preference candidates. So it is extremely challenging for anyone to stand out. I wish I had better answers, but nobody was planning for this, nor is equipped to manage this mess.

Veterans Affairs usually would be but right now during shut down, not sure. I had a friend get furloughed.
