Have you tried talking to your neighbor?
All of the neighbors have, since this had been ongoing since before we moved here. There would be no value to it.
Animal welfare.. if you can record the sound of the distressed barking it can help.
Check if there is any local ordinance that you can leverage
Have you tried helping out your neighbor by offering to walk the dog for him? Especially if he's older and frail, he might appreciate his neighbors helping him out.
Maybe a neighborhood meeting is in order. If you can't do it, maybe another neighbor could.

just read it, I would put a note on next-door asking other dog owners to volunteer to walk the dog
lean on his elderly and frail state and that you are unable to walk the dog, ( just say you're severely allergic or your child is severely allergic)
someone out there will be willing to help, and that action ultimately might wind up rehoming the dog in a way that works for the owner and keeps the authorities out of everyone's business

I’m not saying that the bark deterrent is the only alternative. If your top goal is to stop the neglect, not the barking, then you have different alternatives to consider. It sounds like you’ve tried the amenable options so things like social media, news, community action, etc may help to reach your goal.
Call the police and tell them you think the owner has passed because the dogs have been barking for days and you haven’t seen him. They will come.
You gotta keep calling
Update: welfare came and it seems to have scared him into something because the barking is much decreased. I’m keeping an ear out though, I highly doubt he just suddenly became a good dog owner.
