Definitely would not need a car in WDWA (Seattle native here). But most districts where a car wouldn’t be necessary will have a higher COL. So the question really is where would you prefer to be? Your stats should get your foot in the door in most chambers around the country.
Definitely judge dependent. My judge is wonderful and never expects us to work late or weekends. Colleagues of mine around the courthouse… not so much. I would recommend doing as much research as you can on the judge before you apply/interview.
I applied cold on Oscar and got interview requests with 4 COA judges (different circuits). My ranking was lower than yours from a T6. I didn’t realize how applying cold was uncommon, but it worked for me.
I went to a T25 school (top 3%) and applied broadly on Oscar. I probably sent out around 100+ applications and got 3 interviews. I didn’t have a connection with any of the locations or judges but got the job. Just keep at it, you only need one offer. And federal clerkship was highly worth it.
