This is about normal.
California Tenant Protection Act, which took effect on January 1, 2020, limits how much your landlord may increase your rent over any 12-month period. Rent increases are capped at “5% plus the percentage change in the cost of living,” with a maximum annual rent increase of 10%.
And the cap is only for older units. Newer ones (eg built the last 7 years or so) are not part of this cap
Worst they can do is say no!
I was able to negotiate down from 5-ish percent to 1% on my renewal. Large corporate landlord too, so never say never…

Giving you the rate they’re advertising should be more or less automatic if you ask since you’re also saving them the turnover costs, marketing, etc. Presumably you’re a good tenant so they’d rather keep you if they are smart
