Offering advice to job seekers who go around recruiters and message hiring teams, execs, etc. You are putting the Recruiters job in danger. If a Recruiter declines you or doesn’t choose to reach out, it is because the hiring team declined you, or you don’t have the experience. You will most likely not be considered for future roles because of this. When I see people giving advice to reach outside the Recruiter, it’s bad advice. Very rare is this a good idea.

I am failing to sell them on the importance of strategy and taking a step back. Honestly, I don't even know that I'm sold on it. But I feel like it's important. I had the first round with a consulting firm and it takes them more than a month to arrange the final round and the recruiter is not being responsive. Is that normal?

I’m looking to pivot from Finance to Proj Mgmt and currently working through the Google course in order to sit for the CAPM. My only PM experience comes from stepping in on accounts I manage, where there is no PM presence. That means, most of those tasks were related to the budget and scoping, not necessarily execution. Is this enough to land a PM role?
