HMM OP I am a manager and we have plenty of people who turn their camera's off or mute themselves and I have never once thought OE. I always assume they are just not engaged or like many of us are trying to multitask and do other things while being on the meeting.

I was reading an article, and an employer made the statement, which caused me to wonder why. I have colleagues who do not want to be on camera but remain engaged and are not multi-tasking.
I thought I would share this person's premise to help me understand.
I would guess that they suspect that because having your camera off the whole meeting suggests that you aren't very invested. I'm not sure exactly why they assume OE instead of just apathy or laziness, but I heard of sooo many people having multiple full-time jobs during the pandemic that I sort of understand why they would assume that. I think it's on us to at least demonstrate attention and effort even if we are overemployed
Yeah I wasn't trying to say that everyone has to have their cameras on 100% of the time, that's probably unrealistic. But I just wish some people would do it a little less frequently because it's hard to feel connected as a team when people never ever have their cameras on
That wouldn't have occurred to me, but I suppose some management types might think that way. I do seriously wonder if people are out there trying to figure who might be working an extra job. And I assume some people must have pulled some blunders that revealed themselves as being OE'd to the gills. But having a camera off wouldn't seem to prove very much.
You're in a bowl that is about overemployment. Paranoia normally relates to fear that is not founded.
Your management is asking for cameras to be on because they believe that you have 3 laptops going for 3 different employers at the same time and they will see this in the meetings.
As an executive assistant, I am usually running slides and taking notes. Sometimes, people message me while I'm doing that and I have to stop what I'm doing to respond. It doesn't make sense to me to have my camera up so people can watch me multi-task.

That is very helpful! You are still engaged with the meeting and able to handle other tasks. It's commendable that you can multi-task, which comes down to great training and leadership.
Seriously, why is this even a thing…” If”( which is what is being discussed ) the individual is underperforming and leadership has Just Cause to bring disciplinary action, then it should not be assumed that they’re not engaged or disinterested, This is why the workplace is riddled with conflicts, because of human opinions and assumptions. It boggles the mind why Employers/Employees specialize in making easy complicated.
I never thought of it that way. I just thought people prefer not to have their cameras on.
That still happens too, I'm sure! But for the most part, I try to acknowledge that overall, my 1:1s and team calls would have been in person. Since cameras are preferred for that, I turn mine on.
