This is pretty much a good guess at any agency, any time…
There's no doubt pressure to cut costs. They'll be looking for excuses to weed out low performers. And if people refuse to follow the inane rules, that'll be reason enough to weed them out. Expect a lot of weeding.

Sounds like they are trying to penny pinch for sure, and i agree with D1 that it doesn't sound like a great forecast of what's to come. Could mean that they will be scrutinizing where they can cut labor costs
Did you just get a fed agency as a client? They require daily timesheets.
Daily timesheets are common practice at agencies of a medium to large size. Even I do them as CD. It helps to see if an account is running at a loss or profit. From experience it does not directly relate to individual performance. You won’t get judge on your timesheet.
My guess — layoffs are coming so everyone needs to have their affairs in order, balance sheets balanced etc.
