The HIRE Act:

Creates a 25% tax on outsourcing payments, defined as any money paid by a U.S. company or taxpayer to a foreign person whose work benefits consumers in the United States. Thoughts ? Should impact many consulting companies with outsourcing ops overseas.

It would be nice for the powers that be to allow us to build back up our onshore resources by hiring new people vs them constantly telling us to use the India delivery centers to improve margin.

funny

How about not using India and selling high margin engagements?

If they made it so our clients and our firms couldn't deduct our expenses if we use offshore, then this would create change. 25% tax on offshore doesn't amount to a whole lot if clients can still deduct as business expenses. It would probably mean more cuts to onshore to offset the tax.

If passed, effective End of year.

You would have a major loophole in the fact back and middle office work doesn’t directly benefit consumers

Guess we now have to inflate our rates again.

“a foreign person whose work benefits consumers in the United States”. That’s quite broad. Guessing you are paraphrasing but maybe not?

Nope. Not reworded. Too lazy. Copy pasted 😃

Skeptical it will pass.

Transfer pricing consulting will have a field day with this!

I'm not talking about consulting industry. Every global company would have to review and reassess the intercompany charges / FMV for services performed overseas for the benefit of the US firm. I would expect that US domiciled holding companies would also have to look at the impact of not being able to deduct those expenses when they consolidate earnings.

Most big 4, Accenture, INFY etc will see profit impact, I would think. Let’s see.
