I think it certainly has potential, but there are a number of major hurdles to get over in order to successfully operationalize it. A non-exhaustive list of major hurdles, in no particular order:
1) How do you verify identity and eligibility to vote?
2) As voting is administered by each state and locality, who is going to ensure that there aren't 50 different blockchain setups each with their own non-standardized processes? Or will it be left up to each state to do their own thing?
3) Who's going to set up, test, and operate the infrastructure?
4) What is the UI going to be?
I think we can work out the UI (unless Bill Gates is in charge, what terrible UX!) Anyway, IS IT A secure VIABLE DIGITAL VOTING BOOTH? Considering the existing security and governance concerns.
Not to mention that the transaction speed for blockchain is very slow. Would a system be able to handle ~100-150 million votes in a single day (not counting early voting, etc.)?
