So, for someone to do that, they would have to lay on their stomach while holding their breath (impossible) or have full on scuba gear to pull that off. Plus a box cutter blade will last all of 6 inches in that concrete floor before needing a blade change. So many blade changes while scuba diving on the bottom. Let's not forget the entire monument & around the area are under 24/7 video surveillance. And IF he says he had a suspected vandal, let's see the video from the security camera.
The only suspects who vandalized it are the idiots who poured concentrated hydrogen peroxide at the edges, where the paint was eventually lifting at. That stuff IS meant to be mixed with water in specific portions. Those morons just poured a few bottles into a HUGE pool. A pool that holds water from the Potomac, which has algae in it, and with Dumpty removing the filtering system Obama setup, the algae got in. Add to that, by making the bottom a darker color, the sun now heats up the water a little more and heat helps algae come alive faster.
