What two jobs? Are you doing the wound nurse job full-time? If so, I would present the certification to the administrator and ask for pay increase.
It's possible that there was a miscommunication or they don't know that you received your certification and are making their decisions based on a lack of information. I would let them know and ask them to reconsider.
I wouldn't overthink it. If you have this certification done, which was the limiting factor in the first place, you should be able to approach her now and let her know that it's completed and you would like to discuss your raise.
Heck, as in-demand as nurses are, if they say no, they could lose you.
The usual advice is to gather data on salaries in the area (salary.com, job postings, etc.) and have it available as evidence. You’re approaching your one-year anniversary date, when reviews/raises are usually done anyway. I’d add your class certification, approach them, remind them of what they said, then present the cert, say you’re approaching review date, and given the additional responsibilities you’ve assumed and certifications you’ve achieved, you’d like to discuss a review/raise earlier.
