Not entirely certain what the double standard here is. Space constrained airports (Heathrow being the most famous) require that airlines utilize the slots they’re allocated. If Lufthansa thinks that they will need those slots in the future and doesn’t want to give them up, they need to fly flights in those slots. If nobody buys a ticket for that flight that’s not the airport’s problem.
EU isn’t the only country to do this. United States also has this for high traffic airports namely JFK, LGA, DCA
