Nope, it’s incredibly unprofessional of them. The fact that it doesn’t even occur to them to not do that in front of clients makes me believe they’re complete idiots.
Be sure to address it asap.
If it is unprofessional to do it in an in-person meeting, it is unprofessional in a virtual one as well. I would nip it in the bud ASAP. It doesn't just reflect poorly on them, it reflects poorly on their managers as well.

I have a friend who vapes consistently. Inside theaters, Ubers, restaurants, planes. He always has it hidden and takes a hit here and there. I find it sad that he can’t make it more than 40 minutes without needing a hit. But, it’s also embarrassing because he knows it’s not appropriate to do in those settings, but he still does it.
That’s super odd.
I would withhold all pizza from them during unpaid weekend work and then see how they feel

Ok so I vape but never ever on camera. Although I have worked with folks (usually overseas) who do it pretty blatantly on camera. It’s unprofessional IMO even if it’s a habit. Definitely not on client calls.
