That's always been an issue. The cash economy used to be stuff that was unquestionably sketchy, drug deals and whatever. But also car repairs, landscaping, and a lot of other things where a paper trail didn't have to exist. It's always been a difficult question of what percentage of the economy just wasn't being reported.
I've always considered gigs like that to be side gigs, too. Many people do small side jobs under the table, but it's still important to report your income from them if you're making a lot from them.

I respectfully disagree. As an example, a person could be a W-2 employee while provided child care at the same time.
