You also have a frank convo with your direct manager and their manager. You ask them what do I need to do to get promoted. What additional responsibilities I need to do and learn and what additional skills I need to learn.
What is my path to growth?
Start looking and applying now.

You can always try to get the person above you fired/to leave and take their place. Some people are very good at it.

Time to look for a new agency
The harsh reality is no business bends to your wishes. They couldn’t care less if you personally don’t feel like there’s growth. You get paid (and so does the person above you) to do what they need now, and hopefully they get some extra value (ie you are doing 40% more than your job title). It took me half my career for this to actually sink in. Being angry and constantly stressing about this does no one any good. We are architects of our own career - either do so well you expand the scope of the agency (thereby necessitating new roles), leave for another job who has them, or start your own thing. Best of luck honestly.
